  • 21、For decades, India’s time zone has been a hotly debated issue. Back in 1884 when time zones were officially established, two time zones were used — Bombay Time and Calcutta Time. Indian Standard Time (IST) was introduced in 1906, but Calcutta Time and Bombay Time continued to be maintained after

    India’s independence in 1947, until 1948 and 1955 respectively. The current single time zone, though a legacy of British rule, is often viewed as a symbol of unity. Yet, not everyone thinks it is a good idea. India stretches 3,000 km from east to west, spanning roughly 30 degrees longitude. This corresponds to a two-hour difference in mean solar time, based on the position of the sun in the sky. Thus, the sun rises nearly two hours earlier in the east than in India’s far west. In Northeastern states, sunrise can be as early as 4 a.m. in summer and sunset by 4 p.m. in winter, much earlier than the official working hours. This results in great loss of daylight hours and more consumption of electricity, and often reduced productivity.

    Meanwhile, recent studies point out that the current system leads to a serious problem in education for some students. Nationwide, the school day starts at roughly the same time; thus, children go to bed later and have reduced sleep in west India, where the sun sets later. Such sunset-induced sleep deprivation is more pronounced among the poor, mostly due to their noisy environment and lack of sleep-inducing facilities like window shades or indoor beds. On average, an hour’s delay in sunset time reduces children’s sleep by 30 minutes, and an hour’s delay in annual average sunset time reduces education by about 0.8 years. As a result, children living in locations with later sunsets are less likely to complete primary and middle school education.

    Despite various requests and proposals for multiple time zones, the government is keen to retain the current system. Reasons provided include prevention of confusion and safety issues regarding railway and flight operations.

  • 22、A small new NASA instrument may be able to help predict volcanic eruptions and monitor air quality.

    Nicknamed NACHOS, which is short for the Nanosat Atmospheric Chemistry Hyperspectral Observation System, was launched from Virginia on Feb.19 aboard a NG resupply mission to the International Space Station. NACHOS will soon then be placed aboard a tiny CubeSat satellite positioned about 480 km above Earth, where NASA hopes it will be able to detect traces of gases like SO2 and NO2 in the atmosphere.

    “A volcano just waking up may emit SO2 before there is any detectable seismic (地震的) activity, “Los Alamos National Laboratory remote sensing researcher Steve Love explained in a news release. “That gives us a chance to identify a potentially erupting volcano before it actually blows.”

    If successful, NACHOS will be the smallest and highest-resolution instrument of its kind in orbit. NASA says that could lead to new space-based systems that are able to monitor air quality for harmful gases in neighborhoods and individual power plants. “When we recognize that these gases are present and can localize their sources, we have the opportunity to take action and minimize negative health outcomes, ” said Love, who is a task lead on the NACHOS project.

    In the past, NASA has created satellites to observe these kinds of gases. But Love said those traditionally required high-resolution images and sensitive instruments that were costly to produce and operate. Smaller devices, like NACHOS, could enable a wider use of the technology at a much lower cost. If it proves successful, the technology could also be used in Earth-based systems, NASA says. Love and his team expect NACHOS to orbit our planet for about a year. “That will give us enough time to test our instrument design and gather enough test data to ensure our technology concept is reasonable,” Love said. “More power and less weight set NACHOS apart and make it an excellent candidate for future atmospheric trace gas missions.”

    Beginning in about 2015, many companies such as McDonald’s, Burger King responded to pressure from animal welfare groups by announcing their commitment to cage-free eggs. That was followed by laws requiring cage-free housing in California and similar rules in at least seven other states. Meanwhile, they widely promoted their move to cage-free as good for their brand’s image.

    Animal rights groups have made allowing animals room to move a priority in their campaigns but the results have been mixed. The pork industry is fighting to block the California initiative that required more space for breeding pigs, and a state judge recently delayed implementation of new rules.

    Looking years into the future, egg company leaders said they think the demand for cheaper eggs from caged hens will remain roughly 25% or more of the market, but Balk at the Humane Society said he expects it to become a tiny percentage of overall sales. Balk notes that hundreds of national retailers, restaurants, grocers and food manufacturers either have implemented cage-free requirements or plan to do so within a few years. “This is the future of every state in America,” he said.
