  • 21、Entire towns in western Germany were destroyed last week by “the flood of the century”, said Susanne Scholz in Express, and the whole country is in shock. The images on TV news looked like they were coming from a tropical monsoon zone (热带季风区), not our first-world nation. Never did we think we would see our own citizens “trapped in houses on the edge of crash, in danger of being swept away by masses of water”.

    Days of severe rain got rivers to burst their banks in the states of Rhineland-Palatinate and North Rhine-Westphalia, and in neighboring Belgium and the Netherlands. In the small town of Sinzig, the River Ahr reached its highest level at about 23 feet, flooding a nursing home and drowning 12 disabled residents who could not flee.

    Authorities have so far confirmed some 200 deaths across Germany, but hundreds more people remain missing. While authorities say it’s too early to put a price tag on the damage, the images of flooded homes and electrical stations, damaged bridges, and cars crumpled (变皱) by fallen trees tell a tale of vast material loss. “The German language hardly knows any words for the damage that has been brought about,” said Chancellor Angela Merkel. She praised the thousands of volunteers who came to pump out water, load sandbags, and search for survivors.

    “Disaster control clearly failed,” said Peter Tiede in Bild. State and local authorities responsible for evacuation (疏散) warnings relied on smartphone apps that many Germans don’t have — and service was out anyway because the storms had downed the cell towers. Only old-fashioned alarms work in such emergencies, yet our few loudspeaker vans never left the stations. Public radio, meanwhile, “was playing pop music while hundreds of people were being washed away, houses collapsing, villages torn down to the ground.” It’s simply unforgivable. “How bad will it get when such a flood hits a major city like Cologne or Hamburg instead of villages and small towns?”

  • 22、When Aadeel Akhtar was 7 years old, he met a little girl who changed his life. His parents took him to see family in Pakistan, where they’d been born, and they were walking into a store when he saw her. She was missing her right leg. “That was actually the first time I had met someone with a leg difference,” he says. “She was about my age, using a tree branch as a walking stick, living in poverty.”

    He never learned her name, never spoke to her or saw her again. But he never forgot her. Now he is founder and head of an Illinois company called Psyonic. He and his team of about 30 make prosthetic limbs (义肢) that are smart, durable, responsive to their users’ needs and—this is key—affordable. In the U.S., Medicare will cover the cost of Psyonic’s prosthetic limbs, and other insurers will probably follow. It’s estimated that at least 1.6 million Americans live with the loss of a limb, and only 10 percent of those who needed prosthetic limbs in the past could afford them. Medicare’s approval should ultimately increase that to 75 percent.

    Psyonic put its first commercial product, called the Ability Hand, on the market nationally in September. In size and design, it is like a natural hand with batteries and electronics packed inside. The fingers come close to copying the movements of human fingers, and they give instant response—the limb shakes when its fingers meet resistance, signaling that if you’re holding something delicate (say, an egg or your child’s hand) you should stop pressing hard. Electrodes (电极) in the base of the hand sense when you tighten existing muscles and use those signals to make the fingers move.

    Other prosthetics on the market tend to be expensive (up to $70,000). Akhtar says the Ability Hand costs $10,000 to $20,000, depending on the user’s needs. While much of the hand is made from carbon fiber, many parts use materials which are both cheap and flexible.

But public transport is becoming less busy in those places, and passenger numbers are flat or falling in almost every American city despite healthy growth in urban populations and employment.

    Although transport agencies blame their unpopularity on things like roadworks and broken signals, it seems more likely that they are being outcompeted. App-based taxi services like Uber and Lyft are more comfortable and convenient than trains or buses. Cycling is nicer than it was, and rental bikes are more widely available. Cars are cheap to buy, thanks to cut-rate loans, and ever cheaper to run. Online shopping, home working and office-sharing mean more people can avoid travelling altogether.

    The competition is only likely to grow. More than one laboratory is developing new transport technologies and applications. Silicon Valley invented Uber and, more recently, apps that let people rent electric scooters(滑板车) and then abandon them on the pavement. China created sharing-bicycles and battery-powered "e-bikes", both of which are spreading.

    Transport agencies should accept the upstarts(新兴方式), and copy them. Cities tend either to ignore app-based services or to try to push them off the streets. That is understandable, given the rules-are-for-losers attitude of firms like Uber. But it is an error.

    It is doubtful that most people make hard distinctions between public and private transport. They just want to get somewhere, and there is a cost in time, money and comfort. An ideal system would let them move across a city for a single payment, transferring from trains to taxis to bicycles as needed. Building a platform to allow that is hard, and requires much effort of traditional networks as well as technology firms. It is probably the secret to keeping cities moving.

    The Concertgebouw

    A free classical concert in one of the world’s greatest concert halls? Sounds too good to be true, but every Wednesday at lunchtime that’s exactly what’s on offer at the Concertgebouw. The latest series just started up again this month and will run through June.     Rijksmuseum Gardens

    Take a walk in the beautiful formal gardens of the Rijksmuseum, which are dotted with fascinating artworks. There’s a life-size chessboard, a fountain by contemporary Danish artist Jeppe Hein, and post-war climbing frames by architect Aldo van Eyck. The gardens also host sculpture exhibitions — currently there are 21 sculptures on show by the Spanish artist Joan Miró until October 11.

    The Muziektheater

    This important opera, dance and music venue has free weekly lunchtime concerts by top performers on Tuesdays from 12:30 p.m. to 1 p.m. in the entrance hall, from September to May. Once or twice a month, the concert is followed by a free tour of the theatre — check the website for details.

    Central Library

    At the Netherlands’ biggest library, the Centrale Bibliotheek, you can read the international papers for free, and while Wi-Fi isn’t completely free, you can purchase 30 minutes for little more than a dollar by using one of the ticket machines. Upstairs on the 7th floor there is a café with a balcony that boasts wonderful city views.
