  • 27、   When we visit museums, we see cultural artifactsfrom everyday household items to precious carvings and statues, which show us the different cultures and communities from around the world. However,  debate surrounds these artifacts and whether or not countries should return these pieces of culture if they were stolen or forcefully taken during colonization.

    By the 18th and 19th centuries, European countries such as Britain, France, and the Netherlands had colonized many African and Asian countries. During their rule, they seized artifacts and brought them to their own countries, where they are now on show in museums.

    Over the years, European museums have been asked to give back the artifacts. In 2009, Egypt demanded that France return five pieces of a wall painting from the tomb of Tekati. In 2012, Nigeria asked for the return of thirty-two cultural items from the Museum of Fine Arts in Boston. In 2017, the Government of Benin in West Africa tried to reach an agreement with the British Museum to return their Benin Bronzes.

    The debate regarding this issue took a turn in 2018 when under President Emmanuel Macron, a report was released that directed that all heritage objects brought to French museums be returned. With the official release of this report, museums all across Europe began reconsidering their previous policies on colonial treasures.

    In France, twenty-seven artifacts had been identified for return, but only one has been returned. Then, on Tuesday, October 6, 2020, France's National Assembly officially passed a bill promising the return of these heritage artifacts, but didn't arrange a certain date.

    Those who suggest returning these objects to their homes argue that with technology enabling online museum tours, returning these artifacts to their homeland does not take away the opportunity to learn about them. Furthermore, the country owning the objects will receive a significant part of their heritage back, and these artifacts will be given a chance to be truly appreciated in homeland.

    Those against the return hold the view that culture is a shared treasure and the artifacts are in fact “cultural ambassadors” that promote understanding. They believe that while stealing them was wrong, history is full of “good” and “bad” actors. Moreover, they feel that keeping the cultural objects in the current museums has kept millions of artifacts safe from damage.

    “If you want to make money in Cuba, buy garlic,” says a farmer in Artemisa province, in western Cuba. Garlic, known as “white gold” for its value, is critical to the unique seasoning of Cuban food. 【1】. A lack of fertilizer and pesticide makes it especially hard to grow. And it is harvested only once a year, in January.

    Every year garlic-sellers on the streets of Havana peddle bulbs from backpacks, as if selling fake luxury handbags or electronics. A pensioner in one part of the capital complains that a bulb now costs 25 pesos ($1) and 450g (11b) costs 240 pesos, four times the price in September.

    【2】. They pay garlic farmers $50,000-100,000 to buy their whole harvest and then resell it to a network of other resellers, who in turn sell to smaller resellers and so on. The dealers make so much cash from these transactions that banks, especially the small ones out in the provinces, sometimes have to close to the public while they process the sacks of money being deposited. “You can recognize the big resellers by their cars,” sighs the farmer in Artemisa.

    【3】.In 1986 Fidel Castro, then Cuba’s dictator, discovered that a garlic farmer was making $50,000 a year—ten times a local surgeon’s wage at the time— by privately selling what he had left over after meeting his quota for the state agriculture system. Outraged to see that people were behaving like “capitalists in disguise”, he closed the private farmers’ markets where it was sold.

    But the pandemic has worsened shortages of basic goods in Cuba, along with fertilizers, fungicide, seeds and supplies for animals.
