  • 21、   Health and Social Care Secretary Jeremy Hunt has announced that the UK will host the first ever Global Ministerial Mental Health Summit(峰会) in London this October.This global summit aims to put mental-health care on an equal footing with the physical kind.

    But there is a long way to go. One in four people will experience a mental-health problem at some point in life. In rich countries mental illnesses account for more suffering and premature death than heart disease, strokes(中风) or cancer. Meanwhile the central-African countries have just one mental-health professional per 100,000 people, a fiftieth as many as Europe has. (Less than 1% of foreign aid for health care goes towards mental health.)

    As developing countries handle infectious diseases, mental health will consume a greater share of budgets and attention there. By 2020 mental-health conditions may account for 15% of the global burden of disease, but even in rich countries many people with common problems still go without treatment.

    It is clear that mental illness is fast becoming one of the global health challenges of the 21st century. Until recently, this hasn’t had the profile it deserves on a global stage. The ministers gathering in London must produce new money and focus—and not just another declaration. The summit is also expected to help countries learn from each other to find the best ways to deal with increased rates of depression and anxiety among young people.

But since the pandemic began, we have often been interacting with people whose faces we can only half see. And this goes both ways, weakening our ability to offer a friendly smile. As a surgeon who often wears masks around patients, he is careful to use other cues to be clear when, for example, he is making a joke. “Some of my jokes fall flat,” he said, "because they’re not really sure. They can’t see me smiling.”

    Ways to adjust to restricted facial communication include making more of an effort to analyse positivity. People can employ a cadence (抑扬顿挫) to their speech to guide others, for example. Crinkling the corners of the eyes, a lighter tone of the voice, all can help. Revenaugh has tried to use his eyes more to express meaning. “Our eyes crinkle at the corner when we’re doing a true smile, and most people around the world recognize that as a happy feeling,” he said. And when Revenaugh is with a patient, both masked, and he is joking? “I’ll simply say, ‘I’m joking.” he said.

  • 24、   Sometimes we may find that every week there are a lot of new stories about how climate change is affecting the planet, or new plans to battle its effects. But the concept itself isn’t new at all — in fact, scientists have been exploring questions about climate change for almost 200 years.

    The idea of “greenhouse gases” goes back to 1824, when Joseph Fourier wondered what was regulating the earth’s temperature. Fourier concluded that the atmosphere must be responsible for containing the heat absorbed from the sun and described it as a box with a glass lid: As light shines through the glass, the inside gets warmer as the lid traps the heat. As Fourier’s ideas spread, it came to be called “the greenhouse effect”.

    Scientists continued to study the greenhouse effect. Not until a Swedish chemist named Svante Arrhenius came along, did scientists understand how global warming actually works. After years of work, Arrhenius determined that the level of carbon dioxide in the atmosphere did in fact have a direct effect on global temperatures.

    Arrhenius found that CO2, and other gases trap radiation, which warms the atmosphere. Arrhenius was the first to suspect that burning coal could contribute to the greenhouse effect. But Arrhenius welcomed the warming effect on the planet. At a lecture later that year, Arrhenius noted that creatures of a warmer earth “might live under a milder sky and in less barren surroundings”.

    While Arrhenius’ findings won him the 1903 Nobel Prize in chemistry, scientists kept debating whether the greenhouse effect was increasing until 1950, when researchers finally began to find strong data supporting it.
