  • 21、In recent years, Ethiopia has become a leader in solid waste management in Africa. Last year, the country transformed a rubbish site into a new waste-to-energy plant. The plant incinerates up to 1,400 tons of solid rubbish every day, supplying the capital with 25 percent of its electricity need.

    Despite the great progress, challenges remain in Ethiopia. Laws and policies for the management of harmful wastes are still at an early stage and not effective in preventing illegal dumping (倾倒) of waste.

    To help Ethiopia meet these challenges, the Waste Management Program that has been founded is supporting the country with a three-year project to improve institutional ability of sound management of harmful wastes.

    In the initial stages, a project management unit will be formed. This unit will be responsible for reviewing and assessing Ethiopia’s present law frameworks, which does not specifically target the importation, production, transport, use and disposal (处理) of harmful wastes. Once legal gaps (漏洞) are identified, the project will seek to update existing law frameworks.

    This project will work to promote the participation of women in policy development and decision-making processes. This will help make sure that existing policies and programs, as well as future institutional changes, are assessed with particular attention to women.

    Many people in Ethiopia are not aware of the criminal influences of environmental violations and the need to report such crimes to the police. To solve this problem, Ethiopia will be conducting a series of activities, including creating awareness-raising programs. Ethiopia will also set up a national cooperation system for waste management. Authorities will also make budget in national and regional planning to make sure that these policies can survive even after the project’s completion.

    The depth and breadth of these actions will make sure that this project has a lasting influence. In so doing, the recent progress Ethiopia has made in waste management will be not only kept, but become the basis for an environmental policy for years to come.

  • 22、Solar power is helping bring about a future of cleaner energy, but there are limits to where rigid solar panels (刚性太阳能电池板)can go. A new kind of solar cell made with a mineral called perovskite (钙钛矿)can go almost anywhere, says physicist Olga Malinkiewicz. We can use perovskite cells on the surfaces of the building, on the roofs of the buildings, on the roofs of the cars and on the electronic devices. We can use it on the sails. We can use it in the balls, tents and unlimited applications. Malinkiewicz says perovskite has become a favorite among solar panel researchers. Because it can be printed, everyone can use it on every surface.

    Malinkiewicz developed a way to print perovskite panels like an inkjet printer. She co-founded a company to produce them, called Soleil Technologies, after the Baltic sun goddess. Construction company Skanska is testing the panels at their Warsaw headquarters. Adam Targowski is sustainable (可持续的)development manager for Skanska. They work perfectly, even when they are not well exposed to sunlight. So we can use them in all surfaces of the building. Soleil calculates that about one square meter of panel can supply a day’s worth of power for one worker’s computer and lights. And they keep getting better as research continues, says the company’s scientific director Konrad Wojciechowski.

    For other technologies, it took decades to really enter markets. Perovskite has been around only for few years in scientific research, so there is still a lot to be done, but potential is basically pretty much unlimited, I think. There are still durability and other problems to work out, but several companies expect to have perovskite panels on the market this year.

  • 23、David Frank started working for tips when he was 11 years old, delighting restaurant diners in New York with his magic tricks. As a teenager he would make an average of $60-70 in an evening—not bad, but he wanted more. So he started reading research on tipping, and found a study showing that servers who left a sweet at the end of the meal could up their pay.     Mr. Frank's findings confirmed the notion of the tip as a sort of reward for outstanding service. For a start, economists are puzzled by the fact that so many people give tips, voluntarily handing out cash for a routine service, when it is assumed that customers generally want to pay as little as possible for what they buy. But fuzzier factors also seem to matter, like the feelings of gratitude that Mr. Frank inspired. A Survey in 2010 by Ofer Azar of Israel's Ben-Gurion University of the Negev found that 85% of American tippers claimed to be following a social pattern, while 60% said they tipped to avoid guilt.

    During the pandemic these fuzzy factors appear to have strengthened. Mr. Lynn observed that people have been tipping more generously even while ordering take-away food.

    The presence of a pandemic or of a magician performing at one's table are just two of many factors that may affect the size of a tip. A tipper may simply be touched by the server. If a waiter squats down beside you at the table as he or she takes your order, that often brings a higher tip. Good weather may encourage generosity too. Race can be an uglier factor. A study of tips for cab drivers found that black drivers were tipped on average at a rate of 13%, while white drivers got 20%.

    High school exit tests are tests that students must pass to graduate from high school. In the last few years. however, a number of states in America have dropped them. Although some states still use them for diplomas, the number is down from a high of 27 states during the testing craze promoted by No Child Left Behind (NCLB).

    The appearance of this phenomenon is small wonder. Researches clearly show that exit tests have little positive effects on students. A 2014 report found exit testing was associated with lower graduation rates, negatively affected labor market outcomes, and, most alarmingly, produced a 12.5 percent increase in incarceration( 监禁)rates. Exit exams, the study concluded, had tended to add little value for most students.

    Exit testing relies on the following assumptions. One is that standardized testing can serve as a kind of “quality control”for high school graduates, guaranteeing that graduates are college ready.The other is that they have predicting value for future success in academic situations.

    But there is little evidence. The tests don't exactly measure what they pretend to measure. For example, qualities such as intelligence, academic ability, college readiness are not determined.Those that should be developed in all young people, like responsibility, critical thinking,and empathy (移植),are not measured,either.Even supporters of exit tests have acknowledged that they don't offer reliable data.

    Thus, more and more people are suggesting that exit test scores ought to be just one component of the high school diploma. Schools should consider many other records including credits earned, courses taken,activities, service, projects and other elements of academic accomplishment so that students can be evaluated flexibly. In other words, exit test scores should never be the only criterion for high school diplomas.
