In Britain, the average person spends more than £1,000 on new clothes a year, which is around four percent of their income.【1】But it hides two far more worrying trends for society and for the environment. First, a lot of that consumer spending is via credit cards. British people currently owe approximately £670 per adult to credit card companies. That's 66 percent of the average wardrobe budget.     People might not realize they are part of the disposable clothing problem because they donate their unwanted clothes to charities.【3】Huge quantities end up being thrown away, and a lot of clothes that charities can't sell are sent abroad, causing even more economic and environmental problems.

  • 22、   According to a survey, in Washington, DC, only 69 percent of public school students graduate from high school on time. Many factors influence that low rate. One of the most important ones is whether the people around the students expect them to succeed.

    So, for the past 40 years, a DC organization has stepped in to give around 10,000 students the support and positive environment they need to thrive. This organization, called Higher Achievement, provides students with a welcoming space, help with class work, and caring teachers. More than 95 percent of students who complete Higher Achievement graduate from high school on time.

    Katherine Roboff is the group’s executive director in the DC area. She gives several reasons for the group’s success. One is timing. Higher Achievement does not work with students who are already in high school. It works with students in middle school. They start High Achievement at fifth or sixth gradein US, that is usually age 11 or 12.

    Robolf says research shows that if students are doing well academically in eighth gradearound age 13they will have a greater chance of graduating from high school and going to college. In other words, what happens in middle school has a huge effect. The years between ages 10 and 13 may affect a student’s future more than anything   that happens academically in high school.

    Roboff explains that students participate in Higher Achievement after school and during the summer, when public schools take a break of about two months. High Achievement students do homework, have community meetings, and work one-on-one with a mentor(导师).

    The purpose of the program is to help them those after-school and summer hours to become better prepared academically and to develop their leadership skills and confidence so that by the time they get into eighth grade they are ready to get into some of the top high schools.”

And if policy ambitions develop further, that number could become as high as 220 million by 2030, it said. But the IEA said that in order for the cars of the future to overtake their petrol and diesel-powered (柴油动力)competitors, governments will have to take the lead.

    “The main markets by numbers China and sales share Norway have the strongest policy push,” the IEA said. “Looking ahead, the strongest current policy signals come from electric car policies in China and California, as well as the European Union’s recent proposal on CO2 emissions (排放)standards for 2030. ”

    The EU has committed to cutting 40 percent of its greenhouse gas emissions from 1990 levels, and to improving its use of renewable energy by at least 27 percent. France, home to Europe’s second-biggest car industry after Germany, has gone further by announcing a plan to end sales of petrol and diesel vehicles by 2040, as part of an ambitious plan to meet its targets under the Paris climate accord (条约). Electric vehicles use batteries instead of petrol or diesel fuel, thereby massively reducing their damage to the environment. But they are not without controversy (争论).
